Lawyer at the Procurement Agency
The Procurement Agency has received a new government assignment to support municipalities in their efforts to combat labor market crime and welfare crime. The assignment presents significant opportunities to make a real difference in this important area.
We are now looking for one or more experienced lawyers to work on this assignment.
What will you work on?
The government assignment means that we, in dialogue with relevant stakeholders, will offer support to municipalities to combat labor market crime and crime in welfare in all parts of the procurement process. The support may include, for example, experience exchange and risk assessments. It should include advice on how contracts can be terminated, how abnormally low bids can be handled, what labor law conditions can be imposed, as well as measures and support for municipal procurement collaboration.
The operation covered by the assignment is under construction, and you will have a significant opportunity to influence the direction and content of the work. The position involves a combination of strategic development work and operational work. You will work with the complex legal issues that may arise in connection with public procurement, focusing on combating labor market crime and welfare crime. The role includes providing support and guidance regarding the preparation, implementation, and follow-up of procurements, for example, by developing guidance, generic contract clauses, and procurement requirements. You will be part of a project group for the assignment.
The position also involves responsibility for quality assuring the agency's support to external target groups. You will respond to referrals from the government and prepare materials to support the Government Offices, the investigative authority, and other relevant stakeholders. Part of the assignment also involves representing the Procurement Agency in various external contexts and lecturing at conferences and seminars.
The position may develop over time, and other tasks may be added.
Qualifications
We are looking for someone who has:
- a law degree
- several years of relevant work experience in qualified legal work within areas of law significant to public procurement, such as procurement law and contract law
- very good ability to express yourself verbally and in writing in Swedish, as well as good ability to express yourself verbally and in writing in English.
Meritorious
It is meritorious if you have:
- worked to combat labor market crime and welfare crime in the public sector, or with similar tasks relevant to the position
- worked with drafting, reviewing, and interpreting contracts
- worked with social considerations within the procurement area, for example, with labor law conditions in procurement.
About you
To succeed in this role, it is important that you have a good ability to take initiative and drive the work forward. You have a very good ability to quickly understand complex issues, work with high quality, and perform tasks independently. Other important qualities are collaboration skills and the ability to help where needed in a humble manner. You also have an easy time creating engagement and building relationships. We will place great emphasis on personal suitability.

The Procurement Agency is Sweden's knowledge authority for sound public procurement. We provide support and convey knowledge in public procurement and state aid to various actors in the public, private, and non-profit sectors. We are also a statistics authority responsible for collecting, developing, managing, and disseminating statistics on public procurement.
We are currently in an exciting development phase with strong growth. In 2026 and 2027, parts of other authorities' areas of work will be integrated into the Procurement Agency, and we are growing.
We have a flexible workplace and are located in bright offices in Solna, close to public transportation. If the operation allows, you have the opportunity to work partially remotely in consultation with your manager.
